Help 1. At Horeb… Outside the covenant (v. 1): This does not mean that the contents of the covenant are new, but that the subject of the covenant has changed. The subject of the Mount Horeb covenant is Israel's old generation, and the Moab plain covenant is the new generation of Israel. The Mount Horeb Covenant and the Moabic Plain Covenant are the same, both confirmation and repetition.
2. He could not even eat bread (verse 6): This does not mean that he fasted for 40 years in the wilderness. This means that he was able to survive only by grace (with manna and quail, the heavenly food).
Meditation on the Past Grace of the Past
The old generation of Israel, who received the covenant on Mount Horeb, died in the wilderness because of their disobedience, unable to tread on the land of rest. After experiencing God's miraculous care and power for forty years in the wilderness, their descendants are now about to cross the Jordan River. In Moab, Moses reminds a new generation of God's covenant. Moses knew that they were not the generation that had seen the signs and wonders of the Exodus, but he had to understand that the Exodus was a miracle of love that God had performed for all of Israel, his chosen people. But God says that Israel did not have the spiritual eyes to see God's work (verse 4).
Blessed to participate in the covenant
God's thorough sovereignty is shown by God's meticulous care for Israel during the forty years of the wilderness. They could not eat the bread and the wine by their own efforts. God gave Israel manna and water from the rock, and constantly provided them so that their clothes and shoes would not wear out. When they went to war, their armies were led by the only Sovereign God. All these events revealed the goodness and power of God. The subjects of renewing the covenant and participating in God's covenant were not only leaders, but also women and children, foreign residents, and servants who drew water. And even their descendants who had not yet been born, the covenant oath was extended, and furthermore, it was open to all.
