This chapter records the scene where the people decided to fast and repented. However, the first part (verses 1-5) mentions the people's fasting and the ceremony of penance, and the actual confession of Israel's rebellion against God's grace. It is composed of the second half (verses 6-38) containing the verses 6-38. Ultimately, it shows that the main point of this chapter is to highlight the necessity of covenant renewal and urge the people to make a new decision to God's covenant.
