The voice that Samuel heard was not in a dream. Three times he heard the same voice, and each time he approached Eli to see if he had called him. He was nervous at that time, and while he was nervous, he heard the same voice the fourth time.
When he called Abraham (Genesis 22:1,7), Moses or Paul (Acts 9:4), he called by his name.
Although Eli had been sleeping in his old age, when Samuel asked if he had called him three times, he realized that he had heard the voice of God's revelation, and instructed him to say, "Speak, O LORD, your servant will hear."
Samuel answered the call that Eli had taught him and said, "Speak, your servant will hear." The relationship between Samuel and God went very smoothly.
The content of the word God delivered through Samuel is about the judgment that came upon Eli the priest and his descendants.
2. Contents of the delivered message 11-14 It means that everyone who hears the news will understand because the punishment that will come to Eli and his descendants is so clearly revealed. Because the events of Eli's two sons' warriors, Eli's fainting, and his daughter-in-law's death (4:11, 18, 17-21) were all clear judgments from God, he said that both ears would ring.
The reason God sent a prophet to warn him that he would punish him (2:27-36) was because of the sin he knew but did not try to correct. It is said that the sin is atonement for the high crime that has been committed, and that sin cannot be atoned for forever.
3. Samuel Is Raised 15-21 Samuel was afraid to carry this grave sentence to Eli. Eli saw this, and asked Samuel to speak without hiding it. When Eli heard God's verdict from Samuel, he was already prepared, so he answered with a ferocious determination, "I will do as you see good."
God “was with us” so that not a single word fell to the ground, and it came to pass. As a result, Samuel was appointed as the prophet of Israel, and Eli was retiring, so it is a replacement ceremony for seniors and juniors.
All Israel from Dan to Beersheba (nationally...) knew that Samuel had been ordained a prophet of the Lord.
The Lord appeared to Samuel again in Shiloh and taught him what he meant.
