In order to maintain holiness, God's children were not to engage in pagan practices that harm the flesh (v. 1). In their mourning or when they met with great misfortune, pagans cut themselves with sharp knives or stones and removed their hair. Cutting the body and shaving the hair on the forehead was a mourning ritual in the ancient Near East. Because the people of Israel belonged to God, this practice was forbidden, and because God was the God of the living, he forbade harming the body for the dead.
